Budget revisions which do not require sponsor approval will no longer be reviewed by OSPA nor will they be entered into Spectrum. OSPA will continue to review and provide submission authority for any revisions in budget expenditures and effort commitment that require sponsor prior approval.
To assist campus administrators in recognizing the trigger for sponsor approval, future green sheets will specify the standard utilized by the sponsor. OSPA will continue to set up awards with the accounts necessary for award administration and will set initial budgets that align with the sponsor requirements.
This change means that budget lines in Spectrum may show deficit amounts. OSPA will intervene only if the action underlying the deficit is one which requires sponsor approval. The overall budget, of course, will still be subject to standard accounting controls. One advantage to this approach is that in developing future budgets, administrators can easily review past awards in Spectrum to validate their costing practices.
This change will be implemented on Monday, 14 October.
